The following are the minutes of the airsoft dialogue with the Chief of FED, S/Supt Florencio Caccam and his staff today.

Present:

UAA - Fallujah, Bandido, Scalper
PNAS - Dutch, R1B, Rasta, Fenris
AGL- Almighty, Jarhead, Jovy Bernabe, et al.
Shops- Eyezman, Airsoft Philippines and staff, Airsoft warehouse and staff.
Miscellaneous- miscellaneous team reps and lonewolves.


The following points on amendments to the IRR were discussed and agreed upon in principle, to wit:

1. Permit to transport - PTT shall be for one year P500 for five (5) guns.

2. Serial Numbers - No serial number etching on guns. Instead, a sticker bar code shall be stuck on to each gun.

3. Site regulation - No licenses, mayor's permit, etc. needed. Instead, each site shall ask permission from the local Chief of Police of the place where the site is located.

4. orange Tip - No more orange tip. Instead, each gun shall have a removable red cap placed on its barrel when travelling to and from sites.

5. Amnesty period- PNP confirmed that under the current the amnesty period no shop selling purely airsoft items, or players shall be raided or items confiscated.

Further discussion for further amendments shall be on Friday 10 a.m. 14 December. It was agreed that a technical working group composed of those who were already present today plus other reps, would participate in the drafting and exact wording of the amendments to the IRR.

As can be seen, the changes are quite positive and we are clearly heading towards a suitable conclusion. Your prayers and suggestions are requested and are welcome.

Sir, baka PTT at a timepo yan... so just don't bring more than 5 guns...

whether you bring those 5 aegs or not its up to you ...

we based this on a scenario that a player would be bringing two (2) aegs for his personal consumption (primary and backup in case the primary weapon conks out during the day), two (2) pistols as sidearms and one (1) extra aeg to be lent or rent to another party ...

if you have five (5) aegs but only use three (3) of them then get a ptt for the three (3) active aegs ...

if you have only one (1) aeg, then you still have to get a ptt and still pay p500 ...

nevertheless, no matter how many guns you transport the fee is still P500/PTT with a max of 5 guns/PTT ...

The following are the minutes of the meeting held at PNP-FED on 15 December 2006:

Present:

UAA- Fallujah, Scalper
PNAS - Dutch, Junji
AGL - Almighty, et al.
Dealers - Eyzeman, Airsoft Philippines
Miscellaneous - Section 8, Airsoft Extreme

The following issues were discussed and agreed upon in principle:

1. Permit to Transport ("PTT") -

a. The fee fixed for PTT's is provided for by Executive Order (the President). Unless the Excutive Order on fees of amended (by the president), the FED has no authority to alter the fees charged.

Consequently, the FED would make the appropriate recommendation to amend the Excutive Order (on fees) to lower it for airsoft guns to P500. However, pending the amendment to the Executive Order, they will charge P1,400 per year for 5 guns, subject to lowering later when the new fee of P500 is approved.

b. Coverage of PTT- The airsoft PTT shall be good nationwide. However, there will be restrictions as to places where you may bring your gun, such as political rallies, churches, establishments which serve alchoholic beverages, and insurgent-infested areas, etc.

2. Classification - The current classification of "special airgun" shall be retained. The IRR shall be silent on the term "firearm" but neither shall it state "toy".

3. FPS limit - FPS limit shall be retained at 550 fps at .20. There will be no more restrictions as to BB weight which can be used.

4. Age and nationality - minimum age for registration is 21 years, Filipino citizen only. If under aged or foreigner, you would have to register your gun with your team or your parents/guardians.

Non-resident foreigners who wish to bring in their guns for tournaments, shall seek permission from the FED through the local organizer of the event.

4. Importation - Legal Importation shall be only through dealers.

5. Airsoft Club/team accreditation - We shall draft the rules for this.

We were advised to submit our draft for the repeal of the IRR (PNP Circular No. 8 ) by tuesday morning, 19 December.

For this reason, we shall have a FINAL MEETING among airsofters at ICEBRG'S Quezon Ave. corner Timog (near Delta, Circle theater), Q.C. on Sunday 17 December at 8.p.m. sharp.

This is our final opportunity to have the IRR finalized and moving once and for all so please support this initiative through your prayers and suggestions.
